Yes I agree with Marc. "Silence" (not "silent") is the noun. I think the creator of the sign didn't know the difference between "silent" and "silence".
When we say "Silent is Gold", we can mean that Gold is not producing any sound (or interchangeably Gold is Silent). E.g. "Wise is the man who values his soul over worldly possession."

What about 'quiet'? Can we say 'Quiet is Gold'? It is an adjective but it can also be a noun, though I think it sounds a bit weird.
